“The mission of the Colville Business Council, governing body of the Confederated Tribes of the Colville Reservation, is to establish policies which would improve the economic condition of the Confederated Tribes, its members and posterity, with emphasis toward the most efficient and effective development, preservation, and protection of the resources available, including human and renewable natural resources, resulting in minimum negative impacts upon the culture and traditions of enrolled members of the Colville Confederated Tribes.”
